Call for prototypes to help combat COVID-19
We are seeking prototypes that can help combat current and future outbreaks of the novel coronavirus (COVID-19) and other similar threats. We are specifically looking for prototypes that fall within technology readiness level (TRL) 7 to 9.
Through our Testing Stream, we buy and evaluate pre-commercial goods and services by testing them in real-life setting. If you have developed an innovative solution that is at the prototype stage of development and it has the potential to protect the health and safety of Canadians, please apply.

Through this competition, we hope to discover leading-edge prototypes that can be tested by federal, provincial, and municipal organizations in their own operational setting.
Under our COVID-19 call for proposal:
Innovators can receive up to $550K for their innovation
In particular cases we may provide up to $5M in funding if an innovation demonstrates significant potential in meeting the Government of Canada's efforts in combating COVID-19, and similar outbreaks
Innovators who received an initial contract for their innovation under ISC may be eligible to receive additional sales with other federal organizations
We are seeking innovative solutions that fall within the following categories:
Medical Category: The medical category refers to innovations that will directly support doctors, researchers, and healthcare workers in their efforts to battle the COVID-19 pandemic. Innovations applying under the medical category should have a direct application towards the combating of the COVID-19 or be of direct use for healthcare professionals to assist and protect them in the course of their duties.
Non-Medical Category: The non-medical category refers to innovations that will assist Government of Canada departments and agencies, including through their partnerships with provinces, territories and municipalities, in addressing the challenges and impacts posed by the COVID-19 pandemic and other public health emergencies in the future.

We are allowing all businesses to defer, until August 31, 2020, the payment of any income tax amounts that become owing on or after March 18 and before September 2020. This relief would apply to tax balances due, as well as installments, under Part I of the Income Tax Act.
No interest or penalties will accumulate on these amounts during this period.

Deferral of Sales Tax Remittance and Customs Duty Payments递延营业税和关税支付
We will allow businesses, including self-employed individuals, to defer until June 30, 2020 payments of the Goods and Services Tax / Harmonized Sales Tax (GST/HST), as well as customs duties owing on their imports.
The deferral will apply to GST/HST remittances for the February, March and April 2020 reporting periods for monthly filers; the January 1, 2020 through March 31, 2020 reporting period for quarterly filers; and for annual filers, the amounts collected and owing for their previous fiscal year and instalments of GST/HST in respect of the filer’s current fiscal year.
For GST and customs duty payments for imported goods, deferral will include amounts owing for March, April and May.

The COVID-19 Challenges Procurement Program:
NRC Industrial Research Assistance Program and Innovative Solutions Canada
This program will post challenges seeking near-to-market solutions from small and medium-sized businesses (fewer than 500 staff) that need financial support from the National Research Council of Canada Industrial Research Assistance Program (NRC IRAP) to refine and sell their product or solution to meet a COVID-19 related need.
NRC IRAP will partner with Innovative Solutions Canada to launch calls for proposals over the next few weeks to address challenges, fund development of solutions, and buy successful products and services needed to address COVID-19.
Together, NRC IRAP and Innovative Solutions Canada will:
Post the PHAC and HC challenges (Innovative Solutions Canada)
Award Phase 1 funding to successful small and medium-sized businesses to develop a proof of concept for their solution (NRC IRAP)
Award Phase 2 funding to the firms with the best concepts so they can develop a working prototype (NRC IRAP)
The NRC, PHAC, HC or another federal department or agency will then be able purchase the product for use against COVID-19.
